Of these retailers downsizing brick-and-mortar footprints, J.C. Penney is the most at-risk, according to data from Rapid Ratings. The independent agency measured the financial health of companies across the sector using public filings, assessing their efficiency based on 62 weighted data points from profitability to cash flow.
